Create a location hierarchy master data solution that allows for individuals outside of IT to maintain hierarchy information and have that information flow automatically through to all reports that use location hierarchies.
Short term/tactical needs:
1. as a store operations director, I would like to be able to change the recipient list of store reports on a daily or weekly basis so that when I make field leadership changes, they can immediately start managing their business
2. Store attributes for temp/remodel
3. Store attributes for state (see service now BI queue for 1-2 others)
